Mission/Purpose: 
 
Reporting to the National Fisheries Institute (NFI) Crab Council Staff Lead, the Asia Liaison will be the primary in-region contact for NFI Crab Council projects. Recognizing that the trade association is the lead private group in the sustainability efforts in their respective countries and have built goodwill and good working relationships with various stakeholders over the years, this position will work collaboratively with the numerous trade associations with which the Council partners on Crab sustainability projects and serve as a resources to those organizations and a conduit for communications with the NFI Crab Council membership in the U.S.
 
In addition to reporting on the progress of fisheries improvement projects funded by the NFI Crab Council this position will actively promote suggested regulatory changes through education and outreach to appropriate government agencies consistent with the programs advocated by the trade associations in countries where crab sustainability projects are planned or underway.
 
This position will work closely with the Sustainable Fisheries Partnership (SFP) and help maintain a relationship that spans multiple projects and countries.
 
The Liaison will be responsible for helping form new crab processing associations in various countries that the NFI Crab Council will work with on sustainability projects and fisheries improvement plans.

Background:

The mission of Sustainable Fisheries Partnership (SFP) is to maintain healthy ocean ecosystems, enhance fishing livelihoods and secure food supplies. The Partnership improves access to information to guide responsible seafood sourcing, and enhances the ability of seafood companies and partners to influence government fisheries policies and management practices to improve fisheries.
 
SFP works to improve fisheries through Fisheries Improvement Projects (FIPs) and Aquaculture Improvement Projects (AIPs).   A FIP or AIP is a collaboration between retailers, their suppliers, and NGO advisors that aims to influence government policies and management practices and improve marine conservation and fish farming practices and their sustainability.   The goal of Vietnamese Pangasius AIP is to reduce regional environmental impacts of pangasius farming by engaging seafood supply chains to adopt better farming practices and to encourage necessary policy and management reform and oversight.

Role:

SFP is looking for a highly competent individual to assist the Aquaculture Director in designing and implementing an Aquaculture Improvement Project  in Vietnam.  The position is expected to be based in Vietnam, preferably in southern part (Can Tho or HoChiMinh City), working closely with partners in the region.  This is a full time position, expected to start as soon as possible.  The contract will run until 31 December 2012 and will be renewed upon performance evaluation and funding availability. 

Job description:

1. Lead and implement Vietnamese Pangasius AIP
2. Coordinate with main stakeholders of the pangasius industry (processing plants, farms and regulatory bodies) in Vietnam to understand the potential issues regional environmental impacts related to pangasius farming.
3. Organize meetings/workshops with processing plants and producers on collective regional impacts of pangasius farming on the natural environment
4. Prepare and coordinate roundtable discussion on issues identified in pangasius white papers developed by consultants.
5. Collect information on pangasius farm sizes, locations
6. Prepare implementation plan with buyers and their supplier for pangasius AIP in southern Vietnam
7. Coordinate meetings with buyers and producers to agreed on actions to address sustainability issues
8. Develop presentation and communication materials for regular reports and updates from the implementation of AIP
9. Coordinate and oversee the implementation of the preliminary environmental impact assessment
10. Develop regional work plan and strategies based from the result of the environmental impact pre assessment
11. Lead the preparation of recommendations on mechanism of how to improve regional policies
12. Promote the improvement of management in the production system and compliance with international eco-label standards.
13. Develop model work plans that producers (including small scale) can utilized
14. Organize targeted producers to apply improvement measures for farming practices
 
Minimum Requirements:
  • Minimum 10 years experience in Aquaculture (Pangasius industry)
  • Strong background on conservation and environmental management
  • Knowledge of and experience with seafood trading
  • Experienced in communicating with senior position
  • Willing to travel to pangasius regions in Vietnam
  • Able to travel abroad as necessary to attend regional or international forum
  • Must be able to work independently
  • Good organizational skills
  • Excellent communication skills in English
  • With good moral character
  • Excellent computer skills
